This project mainly focuses on survivor of conflict-related sexual violence (CRSV) in Khmer Rouge Regime (1975-1979), empathizes on those affected by forced marriage and rape.
Although often denied or overlooked, CRSV-including rape or gang rape, force pregnancy, sexual torture, and sexual slavery-was widespread. Social stigma and limited recognition by the ECCC led many survivors silent.
The Global Reparations Study estimates around 200,000 population were forced into marriage, with most women reporting rape or sexual abused in post-ceremony. Many of survivors suffer lasting psychological trauma and social discrimination.
In 2024, KdK, TPO, and GSF consulted with local authorities, CBOs, legal experts, partners and survivors to shape this project. Findings confirmed widespread, undocumented CRSV beyond forced marriage and sexual abused during Khmer Rouge Regime.
As most other CRSV survivors are now deceased or invisible, survivors of forced marriage—aged 65–75—are the primary target group. Some were lived in stable marriages, while others still face deep trauma. The project will provide support and recognition, guided by a Steering Committee as survivor stories emerge.

Beneficiaries
Survivor of Conflict Related to Sexual Violent, CRSV, in Khmer Rouge Regime who based in 2 communes, Mrom and Deum Doung, in Angkor Chey and 1 commune, Truey Koh, in Krong Kampot, Kampot province.
THE PROJECT APPROACH:
- Survivor-centred – survivors play vital roles in all aspects of our work. We co-create programs with survivors
- Reparation is a “right” and survivors cannot wait for generations
- Mobilise resources and collaborate with our partners and other stakeholders to act NOW using a multi-stakeholder collaboration model at all levels

- Phrase 2: Implementing individual and collective IRM
- Phrase 3: Transitional period and continued accompaniment of survivors
